Many commuters get off their train at the Central Station and walk up through the park towards their offices. After work, they cross the park again on their way to the train. On top of these "professional" visitors, many joggers go there mainly at lunch time. During sunny weekends, many people go to the park for sunbathing on the grass or to relax in the shade of the trees. This park has the reputation of not being so sure at night.
I never had a problem but you never know. At certain dates, namely July 21, there are attractions on the park. When I visited, they were re-doing the fountains in the middle of the park, so there was just a gloopy mess. I imagine that it'll be great when the fountains are working. Summer people all over the park-.
If you are looking for jogging place its probably one of the best in central Brussels. You're not alone and can enjoy picturesque views of the Royal Palace.
